ID3 tags

What exactly are ID3 Tags and are they separate from the filename I give to the exported MP3 or Wav file.? Why am I prompted in each session to edit them?

Can I opt out of creating an ID3 tag for exported mp3 files created on 1.2 or is it necessary for export?

You don't need to fill anything in for the metadata, just click the OK button.

In Audacity 1.3.13, if you go to "Edit menu > Preferences > Import/Export" there is an option to disable the Metadata Editor from popping up on each export.
There's probably a similar setting in Audacity 1.2 Preferences
