Hello,
I have a Toshiba Satellite L355 that runs Windows Vista.
When I use a mic plugged into the front mic jack (not usb) a have a one second delay in recorded and monitoring (through the head phones). This makes recording vocals impossible. I've have spent hours researching fixes for this with no luck.
My friend has a Mac and the delay is no problem. (Nor was it on my old desktop that ran XP).
This is not a driver issue; I must say upfront. Could someone please advise me on this issue, as at this point, I can't record at all.

You've posted in the Audacity 1.2 part of the forum, but the recommended version for Windows 7 is Audacity 1.3.13. Audacity has known problems on Windows 7.
In Audacity 1.3.13 there is an option near the bottom of the "Transport" menu "Software Playthrough" which should be OFF (not selected).
