The final version of Audacity for Windows 98/ME is the legacy 2.0.0 version.

Carmina Burana is by Carl Orff not Mozart.

Chris’s dynamic compressor is a plug in effect that will probably accomplish your task.
Read his pre-amble so that you understand what it does, then download it an put the .ny file in your Audacity plug-in folder. (It may require Audacity 1.3.x )

Most filters and plug-ins work by selecting some sound on the timeline and then selecting a filter (generally Effect > Something). The effect you selected will present a control panel where you set your desires. Then press OK.

Play the work. If you badly screw up, Edit > Undo.

Some audio programs let you choose the compression amount at the point of export. Audacity doesn't do that. It sets the compression in Preferences > File Formats.

Remember MP3 is destructive. It gets the smaller file sizes by reducing musical quality. And it's permanent. You can't ever go back up to higher quality.

Yes, Audacity 1.3.x the Beta version can (and so will the upcoming 1.4 release).

On Export to Mp3 (or whatever) there is an Options button which lets you set parameters at the point of export.

I don't know any program that can recover lost quality, good or otherwise. That's the down side of MP3 and the picture version of that, JPEG.

Audacity 1.3 lets you set compression at the export step. It won't reverse the damage, either.
