Option 1.
Export the amplified file as a WAV file

Option 2.
Find the MP3 settings in Preferences.
(Edit menu > Preferences)

Option 3.
Upgrade to Audacity 1.3.13.
In Audacity 1.3.13 you can set the MP3 rate in the Export dialogue screen by clicking the "Options" button.

Option 4.
Use "Replay Gain", or if you are wanting to play the file on an iPod, use "Sound Check" in iTunes.
