Noobie Plugin Help Please

I am loving Audacity, but I am still learning how all the cool stuff works. I have a question and please forgive me if this has been covered elsewhere. I have checked the forums and can not seem to find this issue listed. I have downloaded all the plugins and the vst enabler, but none of the plugins I dowloaded are showing up on the effects drop down list. I see the effects in the drop down that came preloaded with Audacity and I see all the effects .dll's in the plugin folder that I downloaded (these just are not showing up on the drop down). I am sure I am doing something wrong, just not sure what? From what I read, all the plugins go in the plugin folder, then should appear in the drop downs the next time Audacity starts? If anyone can point me in the right direction I would appreciate it.

Grab yourself a copy of Audacity 1.3.5 and install it. Then follow the instruction here for getting plug-ins:
