Sub-second Editing

I seem to be having a problem I don't recall seeing before. I am trying to edit a track to "glue" two pieces of audio togther that were broken apart, by what I believe was a radio station call sign interruption. However in trying to set the points to cut, Audacity only seems to move in full second increments and does not allow me to position the cursor in a finer manner. In other words it looks like it is discrete rather than continuous. Has anyone experienced this? I am running Windows 7 64-bit as my OS.

I think I fixed it with a labeled region. I'm not sure if this is the only way or the best way to do it, so I would welcome any comments.

I bet you're not really using Audacity 1.2 (you've posted in the Audacity 1.2.x part of the forum). I bet you're using Audacity 1.3.x and you have a tick in the box near the bottom of the main Audacity window that says "Snap To". If I'm correct, remove the tick from that box.
