I need for my audio sample size to be 8-bit but it looks like the lowest I can go with Audacity is 16 bit. IS there anything I can do to get to 8 bit?

Upgrade to Audacity 1.3 http://audacityteam.org/download/

"File menu > Export"
In the Export dialogue screen, select "Other uncompressed files" as the file format.
Click on the "Options" button and select "WAV" and "Unsigned 8 bit".

These settings will be remembered by Audacity until you change them.

If you are only concerned with the final file size, you will get better sound quality if you export in a compressed audio format such as MP3 or Ogg Vorbis rather than as 8-bit WAV. Compressed audio formats will also produce smaller files than 8-bit WAV.

I upload these files to a telephone "hotline" service and need telephone quality. For some reason the 8 bit seems to work best on the phone.
