Audacity 1.2.x is now obsolete. Please use the current Audacity 2.1.x version.

The final version of Audacity for Windows 98/ME is the legacy 2.0.0 version.

Encoding with llame to anything but 128kbps

I have an older version on Mac and just intalled the latest llame and Audacity on Windows - pointed to the encoder but no option to encode to different format but 128 stereo, any ideas? I don't see settings for the damn thing anywhere!

In Audacity 1.2, it's hidden in the preferences, one reason why nobody uses Audacity 1.2 any more.

Get Audacity 1.3.12 from here...

http://audacityteam.org/download/

...and that will let you set the encoding quality at the export step.
