I'm a new user of Audacity. Can this program be used to slow down an audio file. For instance, I have some audio files of a person speaking too rapidly. Can I use Audacity to slow this audio file so that I can better understand what is being said in the audio file?

With 1.2 you can select the audio you want to alter and then apply the Effect Change Speed

In 1.3.x there is an additional control box called "Play at Speed" which lets you speed up or slow down the played audio without actually changing the audio.

Use Audacity 1.3.x (beta) - there are a number of tool that may help, including "Change Tempo" and "Change Speed" effects, the "Transcription Toolbar", and "Tempo Track".
