L channel --> monaural on L+R help please ..

I've got a recording that has a lot of static on the R channel. It's a single human voice so it's
not really essential to have both L and R channels .. mono would be just fine using the L channel
only. I've been trying to figure out how to transfer the L channel to a new mix-down such that
I'll have that (L) monaural signal on both L and R channels .. haven't found a way as yet .. I'm sure
there's a way to do this .. If anyone can point me in the right direction it'd be most appreciated.
The signal on both channels is very low, so I'll be using the 'Amplify' effect to bring the audio up
out of the mud .. it won't improve S/N ratio, I realize, but at least it'll make this lecture loud
enough to be listenable for those to whom I'll be distributing it.
The recording was dumped in my lap to fix up .. I'd like to do the best I can to do so ...
