So.. I can't figure out how to make one channel louder and then combine the tracks. I have music on one track and voice on the other. When I combine them, the music drowns out the voice. When they are separate, I can adj the pan to make one channel louder but when combined.. I lose that. I want to combine them for mono output.
Help.

I don't like those controls. They're a little magic.
Split the track and use the Envelope Tool on one of the tracks to dip the volume as needed. It's less useful to boost the volume. Then Make Stereo Track and Export.

Upgrade Audacity to version 1.3.12 http://audacityteam.org/download/
Click on the name of the track and from the drop down menu select "Split to Mono".
Adjust the volume of the tracks using the track volume slider (in the box at the left end of the track). Take care that the combined volume does not cause distortion, and take care not to nudge the "pan" slider - both tracks must be centre panned.
If that's all that you want to do, you can just Export (File menu) and they will be combined into a mono track.
If you wish to continue with more editing, select both tracks (Ctrl+A to select All)
Then from the "Tracks" menu select "Mix and Render" and the two tracks will be mixed into a single mono track.
