Commands Not Working

When I click on a command, such as delete, nothing happens. The icon button for delete becomes depressed, but the data selected is not deleted. Using the key command has the same non-effect. The select command works, i.e. the selection becomes shaded, but it is as if the commands to delete, copy, paste, etc. have been disabled. I should add, maybe, this is all happening right from the point after I have installed the program. That is, it isn't as if it worked previously and stopped.

Make sure that Audacity is "stopped". Most commands are unavailable when playing or paused.
Check that there are no other dialogues open (perhaps hidden behind the main Audacity window).
