Bingo. I tried my tried and true method and deleted everything and started anew. I deleted and reinstalled Audacity, and then shut the computer down completely and reinstalled the mike, and it showed up on the device lists this time in Windows, and when I recorded in Audacity, no more "motorboat!" Going to church does help!
