Pops, clicks, dropouts

My Toshiba Satellite (P4, XP SP2 etc) served me faithfully for 2 years in the US using Music Creator. Just before moving to Africa I decided it would be a good idea to update to Music Creator 3 (which would add VST compatibility). Big mistake, nothing but problems.
Recently I downloaded Audacity. I really like it, but I still have problems with popping, clicking, and dropouts ("skips" in recording, not silent periods).
I suspect that too many system resources are being wasted on nonessential background processes. Btw I use an M-Audio mobile pre-usb to input an MXL 990 condenser mic. I started my compy in safe mode and listed the essential processes. I plan to try starting in safe mode but I suspect that the usb pre-amp may not work in that mode. If not, then I will start normally and go through and stop nonessential processes, but I know that is risky too. That's my next step, unless someone can give me better advice?
