cant get mp3 download lame_enc.dll

i have been trying to download lame_enc.dll so i can get the mp3 to work but it wont. i have xp but the page i go to where to download the lame said windows, which i have. so how can i get the thing to work? can anyone just send me a direct link for this so i can make mp3's?
