'Effects' problem in Audacity

I digitized a vinyl recording, but it has noise and clicks. I was successful getting rid of some noise using Audacity's Noise Removal in Effects, but the Click Removal (actually it sounds like static) doesn't seem to work at all. I've used different settings, but it always turns out the same, nothing changes. Can anyone help me?
