exactly what the title says, how do you loop a track while recording a new one?

You don't, or at least you don't do it like that in Audacity.

If you want an audio clip to repeat (and it can repeat continuously for the duration of the track), select the audio clip and select "Repeat" from the Effects menu. Enter the number of tmes that you want it to repeat and click on "OK".

You can now record your other track with your first track "looping".
