My control panel recording tab finally recognized a stereo signal mix but the USB sound input still directed to the microphone input and not the stereo input so I can only get mono

In the Windows Control Panel > Sounds section > Recording tab
Select the USB device and click Properties then the Advanced tab, and make sure the "Default format" is set to stereo.
Then in Audacity 1.3.12 (have you updated to Audacity 1.3.12 yet?) go to "Edit menu > Preferences > Devices" and set the Recording device to "Channels: 2 (stereo)"
