I have a playthrough delay when i am recording a track and i want it to be pretty much in sync with my voice when i sing into the microphone. Is there any way to get rid of this delay or go into a mode where my voice is just played back through the speakers kind of like a PA.
I am using an M-Audio USB mobile pre.

You should plug your headphones into the USB device or sound mixer and not the computer. The computer sound is always going to be one computer late. You can tune out the latency in Audacity 1.3.12 multi-tracking (not Audacity 1.2), but the live delay is burned into the computer.
Nobody's had the moxie yet to write the tutorial on how to multi-track to yourself.
Some Windows machines let you monitor the microphone performance in the playback sound panel in Windows Control Panels. That will help a lot. Nothing Audacity is going to do will help. This is a computer problem.
