i load audacity and generate a tone. i then play this tone then stop it after i stop it. i then get a really high pitch interferance noise.
Any ideas on how i can fix this?
is this a WIN 7 BUG?

For Windows 7 you should be using Audacity 1.3.12

You posted in the Audacity 1.2 forum.
If you like capturing music from the internet, then you may have the sound system set up to capture "What You Hear, Mix-Out or Stereo Mix." All these will interfere with your local sound production.
Go into the Windows Control Panel and make sure you're set to record from internal microphone, Line-In or some other hard device location.
Go into Edit > Preferences > Recording and make sure nothing is selected. Restart Audacity if you have to change a setting.
