A simple HTML link directly to the file is the easiest way to put MP3s on a web site. This method always works, but whether they play in the browser, or prompt to be saved, or play in the visitors default media player, depends on how their web browser is configured.
Another simple method is to link to a play-list and for the play-list to supply the link to the web location of the mp3 file. The advantage of this method is that it is also reliable and will nearly always launch the visitors default media player and automatically start playing. Using a play-list also means that multiple mp3s can be cued up to play, so it's almost like Internet radio.

The most common mistake when linking to mp3s (or other files) is to inadvertently make a link to the file on your computer rather than linking to the file in your web space.

There are of course much more complex methods, but to get it working initially I'd suggest using one of these methods. Once it's working you can update it with something fancier at a later date if you wish.
