problem solved but only temporarily

I just figured out that the "mute all" option was selected on the "voice" tab in sounds and audio devices. I unchecked that and was able to record. However, once I closed the program and then opened it again, I could not record--the "mute all" option was checked again. It happens every other time I open the program, even though I uncheck it each time. How do I uncheck it permanently?

Audacity does not change the settings in Sounds and Audio Devices, so if it is changing, then there must be something else that is causing it to change.

Note that when Windows loads drivers for a USB device, those drivers will very often change the settings in Sounds and Audio Devices. Keeping the USB audio device connected all the time will usually keep the settings the same, but it depends on the USB audio device drivers.
