Bizarre beat noise cannot record

Bizarre beat noise that periodically gets louder and louder and higher in pitch until it's ear shattering. Happens every time I try to record anything. What is wrong and how can I fix it?

Try using headphones for monitoring instead of loudspeakers.
Switch off "Software Playthrough"
