Audacity isn't a very good converter.

See here for how to install Lame: http://wiki.audacityteam.org/wiki/Lame_Installation

On Vista you should be using Audacity 1.3.12 which you can get from here: http://audacityteam.org/download/

If you already have the WAV files and you just need to convert them to MP3, you can use Foobar2000 (as suggested by Koz - Foobar2000 is also an excellent audio player and a very fast CD ripper and is free), or C-Dex (a free CD ripper and MP3 encoder with the addition of Lame), or SUPER (a free media format converter program by erightsoft - not the easiest to use but supports a huge range of file formats). Of these programs Foobar2000 is probably the easiest to set up and use.
