When i record, i like to hear my voice in my headphones, but when i talk into the microphone, and say "Hey" it wont say "Hey" at the same time, it will delay a split second...its hard to record because it throws me off the beat...how can i fix this?

There's a setting for that in the Windows Control Panel.

As I recall, on the Playback side, you have to select whatever your recording device is. This shouldn't affect what Audacity is doing. It gets its signal from the Record side of the control panels.

You can get mud in the game if you like to record internet audio. You also have to turn off Stereo Mix or Mix-Out or whatever it's called on your machine. Recording a live performance and recording internet audio tend to not mix very well.

Are you using a USB microphone? If you are, then you will not be able to get "zero latency" monitoring unless there is a microphone socket on the microphone itself.
Delayed playback is usually caused by having "software playthrough" enabled. Software playthrough needs to be disabled, which you do in "Edit menu > Preferences > Audio I/O".

If you are using a conventional (non-USB) microphone plugged into your sound card you can probably configure the sound card so that the microphone outputs directly to your headphones (using hardware signal paths rather than software). To do that is a sound-card issue (not Audacity) so there are no settings in Audacity for doing that. You need to look in either the sound card mixer application (often available as a loudspeaker icon near the Time/Date on your Desktop) or through the "Sounds" settings in the Windows Control Panel (see link posted by Koz).
