I'm using a USB microphone plugged directly into a USB port on my laptop. When I attempt to drag and drop the recording level slider on the toolbar it keeps snapping back to the lowest position no matter what I seem to do. What gives?

Audacity can't interface properly with the mic. Is it USB Audio Class compliant or do you need to install manufacturer's drivers for it?
You can control the mic input level in "Sound" or similar in the WIndows Control Panel (or in the mic's own control panel if it has one).
If the mic does not have special drivers you could try
Audacity 1.3.12, but if you use that on Windows XP it is possible that the Audacity input/output sliders for the motherboard sound device won't work correctly while the USB mic is connected.
