So it is not uncommon that two particular PCs that you run will offer entirely different options in those boxes.
Are you using XP on both PCs? Are the soundcards in those PCs the same or different? If they are the same, do you have the same versions of the drivers for the soundcards loaded on both PCs?

Both PCs run XP, and the soundcards are different for sure. The one that works has drivers from 2003 and the other that doesn't has drivers from 2007...

It's not against the rules, but it's pretty scary because it means that in 24 time zones, nobody has a solution for you. Audacity can not be forced to access sound that Windows will not manage. No Windows services, no Audacity.
All three major computer systems work like that. We're not singling out Windows users.
So you're in the wrong forum. You should be in forums how to get Windows to do what you want.

Well dang. Looks like I'll have to sell my Guitar and all that, because I won't be able to record with it anymore.

Maybe not with the computer. There are other ways to record live performances. Many people use the Zoom recorders H2 through H4 or they maybe even higher now, as well as other personal recorders. Then transfer the work into Audacity for post production and conversion to final format.

I guess that could work. I'll just have to find a way around the issue I guess.
