This is (Windows 7) maybe another case of Hutber's Law (I think) "more means less" !

Chances are excellent you never had a BBC recording and both the capture and the export are silent. Win7 is much less likely to let you record internet sound. Microsoft is getting militant about that.
After you captured the BBC show and before you exported it, did you have blue waves on the timeline and does the bouncing light sound meter work when you play the show?
