No 128 bit rate showing

I'm trying to record from the radio in Audacity for an aircheck for someone and he wants the bit rate set to 128 kbps. I don't see any option to do that in this program (never used Audacity before). How can I do this?

I presume that you mean that you want to export an MP3 file with a bit-rate of 128kbps.

To export MP3's you need to have Lame installed: http://audacityteam.org/help/faq?s=inst ... m=lame-mp3
To set the MP3 bit rate (Audacity 1.2) go to "Edit menu > Preferences > File Formats". (the setting is near the bottom of that tab)
