Can't open Lame MP3 program

I am new to Audacity. I've downloaded the Lame encoder 3 times, and also the zipped one. each time it says download is complete. Audacity can't find any of them :

Are you on Audacity 1.2 or 1.3 Beta? Are you following the instructions in the FAQ?

If the problem can't be resolved, you could try alternative versions of lame_enc.dll:

* http://www.gaclrecords.org.uk//lame_enc-win-3.98.3.zip

* lame_enc.dll (3.98.2) without manifest (this solves most problems which can't otherwise be resolved):
http://www.gaclrecords.org.uk/lame_enc_no_manifest.zip

* As a last resort, a version of lame_enc.dll 3.97 which should work in 1.3.12:

We do not recommend LAME 3.97 because that version produces distortions unless you use bit rates over 192 kbps.

You can also export as WAV and convert to MP3 in iTunes (a free, full-featured replacement for Windows Media Player).

Tell us if you get down to the "last resort" 3.97 lame_enc.dll and that isn't recognised by Audacity when you point Audacity to it in the File Format Preferences.
