Audacity can't open an .ogg file

So the problem is that the song doesn't open in Audacity.
The reason i want to edit it, because the sound kind of envelopes up and down when playing it in vlc media player, even though it isnt supposed to.
It plays like normal in foobar 2000, so I'm wondering what's wrong.
Audio Identifier 0.7.1 Says that the encoder is Vorbis AO;aoTuV [20061024] (Based on Xiph.org's libVorbis)

What is the error given? What is the bit rate of the file?

As I understand it, Aoyumi's Tuned Vorbis (aoTuV), although widely recommended, isn't the official release of Xiph.org. It is an encoder optimised for higher performance at very low bit rates. Lower bit rates reduce the quality of the file.

Have you tried opening the file in Audacity Beta ? The Beta also supports import/export via the optional FFmpeg library. Sometimes that library can import a file when the inbuilt ogg importer can't.
