Effects Plugin Isn't Working

I'm using windows XP. I downloaded LADSPA efects into the same folder as Audacity --C:Program FilesAudacity.
I have no effects at all when I open up Audacity. What am I doing wrong?

You need to put them in the "plug-ins" folder.
C:Program FilesAudacityPlug-ins

Did that and it still isn't working. Actually had the plug in there to begin with and tried to put it the other folder after I found it wasn't working. Is this plugin only for linux or something?

Did you download "LADSPA_plugins-win-0.4.15.exe" and then run it so that it installed the plug-ins?

Do you mean that you have "no effects at all", or you have no LADSPA effects listed, or that you have effects listed but they are "greyed out", or what? Other than this, does Audacity work?
Your description is taken literally does not make sense.
