I have an AUP file to which I've imported several WAV files. I'm using a Label Track to ID each successive WAV. There are presently 7 labels in the label Track. I can add an eighth, but for some reason cannot edit it at all.
Is there a char. limit to a Label Track? If yes, can I somehow add a 2nd Label Track and carry on?

How many characters are you putting in each label? If you lose count, then they're probably too long. They were intended to say things like "Cut One" and "Music Segment."
The grownups keep a database that crosses the label with the actual shot information -- which can go for pages.

Using Audacity 1.3.12 my record is 99 labels with a few words in each label.
When you get up to hundreds of words Audacity starts to seriously slow down.
I've never tried more than a few labels in Audacity 1.2.6

Editing labels in 1.2.x is limited to using the Backspace key and re-typing, and the display of the label text can be masked by another label nearby, or by the text being wider than the Audacity window.
I would strongly recommend upgrading to the current version, 1.3.12. Support for labels in 1.3 is vastly better than in 1.2. See this page from the 1.3 manual:
