Issue with Menu Bar Display (??????)

I am using v1.2.6 with Win XP SP2. When I open Audacity, I only see ????????????? for all of the menu items. I have also downloaded and installed the 1.3.4 Beta version. With this version, I indicated ENGLISH during the install, but only see hebrew on the menus. Thank you for your help!!
