The path to the "_data" folder is relative, so as long as you check that all external dependencies are copied into the _data folder, then you can move the project (provided that you keep the AUP file and the _data folder together).
My normal practice when starting a new project is to create a new folder (which will act as a "container folder for the project), then open Audacity and immediately use "Save Project As" and save the new project into the new folder. Because the project has been saved, all new temporary files are written directly into the _data folder rather than the Temp folder. Before doing the final "Save", I use the "Check Dependencies" to copy any external data into the _data folder. This creates a project in a folder that can be safely moved by simply moving the entire "container" folder.
