How do I convert / save to a specific constant bitrate?!

Hi, I'm new to the forums but a long time user of Audacity (almost ten years) and I want to know how I can convert wavs, flacs, etc... to mp3 files at an unconventional, but specific and constant bitrate of my own choice. I ask this because I want to convert some mp3s @ 666kbps, as a gimmick to promote something my band is doing.
Is there some sort of program that gives you the option of keying in any number you want as the bit rate? In other words, no preset options that force me to have to choose between 128, 192, 256 & etc...
If ANYONE out there could help me out with this, by dropping the name of a program which allows this or maybe linking me to something I would very, very much appreciate it.
