Greetings,
I am trying to record streaming audio off my computer but cannot.
The device selection menu is greyed out...no options offered.
I have seen various topics online that say this is a problem with Windows Vista.....but I am running Win XP service pack 2.
My version of Audacity is 1.2.6.
Assistance appreciated.

It's not always Visa. It's usually not the operating system. The ability of the computer to record itself is a juggling act between the sound card, the card programmers and the operating system. If anybody drops the ball anywhere, that's the end of the story. Macs, for example don't support this at all by intentional design.

So,
1) how can we tell if the is problem the OS...or the sound card...or the....??
2) what do we do to get the "ball" back into the mix so we can start recording?

If nothing in that web page worked, the short answer is change the sound card and/or look for updated driver software.
Or use software designed to do live captures like Total Recorder.

I have 2 PCs with XP - one will record straming audio the other won't.
