is it possible to bring in a third-party autotune plugin (in the form of a DLL file) so I can use Audacity to make my cat sound like T-Pain?
You will need to use Audacity 1.3.11
Do not install the "VST Bridge" on Audacity 1.3.11.
Audacity does not support all VST effects, but the number of supported effects is gradually increasing.

I hear that G-Snap works in Audacity 1.3.11, though I've not personally tested it.
