Do you mean this?
You have an MP3 playing on your computer in a media player (Windows Media Player, WinAmp, or similar but not Audacity)
You are talking into a microphone.
You are wanting to record both your voice and the MP3 in the background at the same time.
If this is what you mean, then you need to open the mixer for your soundcard - this may be the normal Windows Mixer. or a mixer that is specific for your soundcard, but it will probably look like a loudspeaker icon in the bottom right of the screen near the clock (the sys tray). Open the mixer by double clicking on the icon. Then go to the "recording" section (for the Windows Mixer, select "Option -> Properties -> Recording") and set the recording source to "Stereo Mix" (it may just be called "Mix" or "What You Hear" or something similar).
A better way to do it would be to select the input that you are using for the microphone and just record the voice, then Import the MP3 into Audacity. The MP3 will be in a new track and you can adjust the levels of the music and your voice separately to achieve the perfect mix. When you "Export" the audio from Audacity, the tracks will be mixed together into one audio file.

You mean that you can't hear the recorded track while you are recording a new one?
If this is the case, then:
Click on the menu "Edit->Preferences->Audio I/O" and select the box "Play other tracks while recording new one"
