The Audacity manual (world's sparsest) says:
"You can save a selection in a label. When you create a new label, the left selection edge determines the position of the label's flag. However, the right selection edge is also stored in the label, and when you click on it, the full original selection will be restored."
What the heck does that mean? Does that mean you can tie a piece of an audio track to a label, so that if you move one, you automatically move the other? Is there a tutorial that explains this?

No, it means exactly what it says, you're probably just not familiar with the terminology.
The idea is that you can highlight a portion of audio and then press [ctrl]+b to place a label. Now, go click elsewhere to lose the original selection (as if you were making some edits). Whenever you click on that label the original highlight will reappear.
The easiest way to figure out exactly what that means is to try it yourself. I was actually unaware of this feature until you brought it up, but it does work.
And if you think the manual is sparse (I agree), maybe you'd like to help us write the next version of it. This is a problem that universally plagues open-source software.
