I think that Scotsmanny is just asking how to create a second audio track within a project (so that he can arrange audio clips in it).
in which case:
Click "Project->New Audio Track" (for a mono audio track)
or
Click "Project->New Stereo Track" (for a stereo audio track)
If this is what you are wanting to do Scotsmanny, you may find it easier with Audacity 1.3.4 as this version allows you to paste clips into new tracks at the cursor position.
To create new audio tracks in v.1.3.4:
Click "Tracks->Add New" then select the kind of track you want to create.
