I have an old mono recording of a singer playing a guitar. Apparently the recording mike was too close to the guitar so the result is that the sound of the guitar is overpowering the song drowning out the vocalist.
Is there a way to reduce the volume of the quitar and/or increase the volume of the vocalist?

Nope. Once two sounds are mixed together, they're stuck that way.
