If I want to edit a label, my understanding is that I should be able to simply click in the label to select it and than backspace to make needed changes. My problem is that often--but not always--I cannot select the label at all. I click on it and nothing is selected. Other times it seems to work fine.
Any idea what might be going on and how I can deal with it?

The only way I can reproduce the problem is to use one of the tools other than the selection tool (i.e. the Envelope, Draw, Zoom or Time Shift Tools) which do not work on label tracks.
Is this what is happening?
You have to be using either the Selection Tool or Multi-Tool in order to edit labels.

I've stumbled upon this "problem" as well.
What happens for me is that when i try to select a label (and nothing seems to be happening) a different label is selected instead. This other label has, so far, always be located before the one I'm trying to select in the time-line. Not the label just before it though, but instead rather often one of the very first labels in the project.
I don't know what's causing it but I do have a solution that works for me.
I locate the label that has been selected and hit enter to confirm the edit of it while I still can see it on screen (seeing it on screen is a must for some reason), I then select or create any other label and confirm that edit. Now I can scroll back to the label I initially wanted to edit and it will work.
