Can cut no less than 1 second of audio at a time

I installed Audacity on a new machine, version 1.3.10-beta (Unicode), Windows XP.
When I try to cut part of the audio, I can cut no less than 1 second of the file. That is, if I try to remove something like a "cough", I have to select one full second of the audio file. Consequently, other important sounds will also be deleted. That is a bit frustrating.
Your help will be greatly appreciated.

You need to turn off the "Snap To"
