Flatline

I just downloaded Audacity 1.2.6. I've looked everywhere online and nothing helps. I have Windows Vista and I'm trying to record audio from the Internet. I've finally gotten it to show me a flat line that you are supposed to get before you record audio. But even when I run the audio, it doesn't show up. It just keeps being a flat line. I'm not sure what devices to use, but a site said not to use anything Microsoft. So I tried that but then it only left me one option and that still didn't work. Any tips? Suggestions? This ever happen to you? What did you do?

Please help!!!!!

I have two different licenses of WireTap on my Macs and I have used SoundFlower and the Hard Wired Cable technique.

On the PCs, I use licenses of Total Recorder.

My newer Dell laptop does this fine (doing it right now in fact).

On my older desktop needs me to use my external USB soundcard with its outputs looped back to its inputs.
