help me please

i dont know how to explain this but when im highlighting tracks i can only start from minute intervals; what i mean is the time bar above the tracks: 0.0, 1.0, 2.0, etc, i can only highlight tracks starting from and to the those minute markings, and not in between. im not really sure how this happened i was using audacity when this happened, and it was working perfectly, i could highlight tracks starting from any point. help will be greatly appreciated

Audacity has a tool called Snap To. It drags your cursor to the next nearest time interval. In Audacity 1.2 it's Edit > Snap To. In Audacity 1.3 it's a setting on the bottom of the edit window.

im running 1.3.10 but i dont see it on the edit window
