When ever I try to record anything, even if I have nothing playing on my computer, when ever I record sound from my stereo mix there is bad clipping and distortion. Same results with other recording programs. Any ideas anyone?

Sounds like it could be bad hardware (consider a USB audio device which will be isolated from the noise inside the computer):

bad drivers:

recording level set too high (or can't be controlled due to bad drivers):

or a combination of all three. You might also have recording sources such as microphone and line-in unmuted so they are creating noise - mute them in the Playback section of the Windows control panel:

And make sure in the Audacity Audio I/O tab of Preferences, that "Software Playthrough" is not checked.

All that and you missed one. You have a line level device (you didn't actually say where the show was coming from) plugged into a microphone level input of the machine.
That will give you a 1000 to 1 overload that you can't control. Clip city.

OK so I tried those methods, and the one that works best for me is to have the stereo mix recording volume set to as low as possible without muting it. Sounds pretty good now, but that's a little strange isn't it? Also I'm trying to record off of myspace,youtube etc. Even tried WMP and itunes! Thanks btw for the quick and detailed response, top notch.
