I have seen the "fixes" for this and and I am still unable to record sounds which are being played from the speakers. The mixer drop-down menu is unclickable/greyed out.

When I go to "Recording Devices" all that it lists are:

Microphone
High Definition Audio Device
Not Plugged In

Microphone
High Definition Audio Device
Not Plugged In

Line-In
High Definition Audio Device
Not Plugged In

I right-clicked to "Show Disabled Devices" and no new devices show up, it's the same three as listed above.

I have a SigmaTel on-board sound chip and is apparently using a Microsoft "High Definition Audio Device" driver from July, 2009 (Version: 6.1.7600.16385).

Windows 7, 32-bit.

Any help is appreciated.

Unfortunately, that means that your audio hardware does not support "Stereo Mix".

There are some workarounds:
1) Try updating the sound card drivers - this may (or may not) give you more functionality.
2) Upgrade your sound card to one that supports Stereo Mix
3) Use a stereo audio cable to connect the audio output from your computer to the Line In. You will probably not be able to hear what is playing/recording (unless you use a splitter cable of some sort).
4) Get a USB sound card that has Line In/Out connectors and a headphone socket (check that it is supported by Windows 7 - several current models are not). Use a stereo audio cable to connect the output to the input and monitor from the headphone socket on the USB device.
5) Use a virtual sound card (such as Total Recorder)
