We still got pieces of this unresolved. Which Audacity are you in?
In 1.3.7, it's not necessary to select or highlight the track for Stereo To Mono Track to work.

Now we get into the fine detail.
As with "Mix and Render" and "Resample", "Stereo to Mono" is a
Track operation as opposed to a wave operation. These actions apply to the entire track, not just the selection. So yes you are correct you do not have to have the audio selected, but you do need to have the Track(s) selected. You can actually click anywhere on the track for the track to be selected and none of the waveform needs to be highlighted, but the track information box must be highlighted (this indicates the track(s) that are selected).
There is an option in Preferences to "Select All if None Selected". In the case of "Mix and Render" and "Resample", if you do not have a track selected, then if this option is "on" in Preferences, then Audacity will select all tracks and apply the function. However, in the case of "Stereo to Mono", Audacity may not be able to do this, because one or more tracks may not be stereo tracks. I guess that the developers could have made it so that "Stereo to Mono" was a special case where "Select All if None Selected" meant "Select all except for mono tracks", but programmers hate special cases and much prefer to have consistent behaviour where possible. So for "Stereo to Mono" you must select the track(s) and they must all be stereo tracks.
If "Select All if None Selected" is "off" in Preferences, then "Mix and Render" and "Resample" are also greyed out when no track is selected.
Going slightly off the point, track selection may be toggled by Shift+left click on the track information box - or alternatively with the Enter key.

Auto Select All is checked and when I load the stereo piano clip, it lets me mix to mono with no selection, highlighting, or focus.

"Mix to Mono" ? What do you mean?
