The final version of Audacity for Windows 98/ME is the legacy 2.0.0 version.

If you mean make a music CD, then you need an authoring program. Windows Media 11 can burn a music CD, but if you don't have that, you need to buy an authoring program. I use Easy CD Creator and Nero Burn and one other I can't think of the name.

You can use Windows iTunes.

Export it as a WAV file - or a multiple set of WAV files if you have multiple tracks (for multiple tracks create labels including one at the begiining for the first track - and use Aydacity's Export Multiple)

Then use you CD burning software to create a music CD not a data CD - and do use good quality CD-R discs not CD-RW. You should have got a CD burner software package with you PC when it came (if you have a CD burner h/w that is). Dells tend to come with RecordNow - Nero is another popular package.

Edit: and as Koz says iTunes will do the job for you - and it's good at producing CD covers and inserts with track-listings and artwork.
